Administrative license suspension hearings are a cross between a court room trial and arbitration. While the California Department of Motor Vehicles will tell you that you do not need to have counsel at these hearings, that is disingenuous. Since the hearing officer serves as the judge as well as the prosecutor at DUI hearings, the deck is already stacked against you.
